About the County Clerk and Recorder / Registrar of Voters

INFORMATION
The County Clerk and Recorder is a combination of two elective offices. The County Clerk is also ex-officio Registrar of Voters.

ADMINISTRATION
This section provides administration functions for the three divisions of the office and files and maintains statements of economic interests, roster of public agencies, public oaths and bonds and Grand Jury Reports. The County Clerk is also the Commissioner of Civil Marriages.

COUNTY CLERK DIVISION
The County Clerk Division issues marriage licenses, performs civil marriage ceremonies, processes fictitious business name filings, and provides for the qualification and registration of notaries, process servers and miscellaneous statutory oaths and other filings. All functions of the office are conducted under provisions of the State Constitution, and State and County Codes.

RECORDER’S DIVISION
The Recorder’s Division is responsible for the recording of deeds, deeds of trust, court decrees and many other documents affecting title to real property in Ventura County. The division also maintains Uniform Commercial Code filings; subdivision maps, vital statistics, including birth, death and marriages within the county. This Division also creates digital images of real property and vital records and provides and maintains an efficient retrieval system to support the public’s requests for real property and vital records. All functions of the office are conducted under provisions of the State Constitution, and State and County Codes.

ELECTIONS DIVISION
The Elections Division as required by law and under the direction of the Registrar of Voters conducts all Federal, State, County, school and special district elections in the County, as well as the general municipal elections for all 10 Ventura County cities. It administers voter registration and outreach programs; maintains the master voter file, master office and incumbent file, and master street index; processes Vote By Mail ballot requests and voted ballots; performs the layout and proofing of all sample ballot, official ballot, and voter information materials; establishes precinct boundaries and polling place locations; recruits and trains precinct workers; maintains, tests and distributes voting equipment to all polling places; tabulates all voted ballots; and conducts the official election canvass.
